Demand among students for summer learning programs outstrips the supply at school, city, and state levels. Boston generated nearly 1,000 applicants for 500 program slots in its lottery in 2013. And in the first year that the Massachusetts Department of Education made summer learning grants, demand for funds outstripped supply by 300%.
